Huh?  I am not Peter, but, on OS X, virtually every app I use has 
multiple OS windows:

- Safari
- Mail.app
- TextEdit
- Xcode
- Terminal
- NoteBook
- iChat
- iTunes
- PostView

On Windows:

- Internet Explorer, Netscape, Firefox
- Project Builder
- Word (when I have to use it)
...
