You can get away with using Priceline if you have a credit card with a 
US billing address. Otherwise, forget it.  Ditto Orbitz. I've had 
reasonably good luck with the less-well-known cheap hotel sites that 
litter the net, but it takes some searching. Also, booking directly 
with the hotel can sometimes give a better price than with an 
aggregator - it's best to check before booking.
