Nah - if _un_trained monkeys would do then business lobbying forces 
would be fighting to stop the govt. waste of educating (in even the 
most limited sense) the bulk of the population. If I were feeling 
cynical I might observe that in many countries they seem to have pretty 
much achieved that aim....
