Changing "Harvesting party" mail title

I think we should do at least one of two things:

1. Reduce the party recurrence to maybe every 200 hours instead of 100,
so we get a bit more critical mass at each party.  Also, we *definitely*
do not need a "reminder" in addition to the original regularly recurring
announcement, since it's already recurring and the upcoming parties are
already listed in the announcement.

2. Maybe rename it to SqueakChat, but include in the announcement that
harvesting activities are encouraged (but not required) as part of the
chat.  (Of course, the IRC channel is always open for chatting, but it
might be nice to have certain times when you know it's more likely that
more people will be on the channel.)

In any case, I still think having recurring notices of an IRC party/chat
is an excellent idea, and I don't want to see them stop altogether. 
If/when harvesting is kickstarted again, the chats can be an important
part of it.
