I something lost.

My answer should show how you choose a directory on your own computer.
But reading again, maybe you wish something different.

So you are doing some web thing what that person use from a regular browser
like IE, Safari, Firefox, etc ?

Or you cook a RTS image what deliver to other person and in that image the
person should rise the "file dialog" you are asking for ?
