[BUG][FIX] Scamper doesn't start in 3.7a-5526 ( Ok, now I am satisfied I think - please review. )

This is the final attempt. It includes a trivial fix to AttributeStream
and a rather complete rewrite of FileUrl (but not the other Url
classes). A bunch of small changes in the image and also a test class.
That class should probably be merged with class UrlTest, which I also
include a small fix for.
