[BUG][FIX] Scamper doesn't start in 3.7a-5526 ( One more try )

Ok, I just couldn't stop. FileUrl has now been extensively rewritten.
Not sure exactly what it would break. IMHO the Url hierarchy seems
pretty "non RFC compliant", perhaps we shiuld simply dump it sometime in
the future.

This at least makes FileUrl cleaner, more compliant and well... better I
think. :)
