[BUG][FIX] Scamper doesn't start in 3.7a-5526 ( Improved changeset. )

After much discussion on IRC regarding the RFCs, URIs vs URLs etc - I
have made FileUrl slightly improved IMHO. It now tries to be a bit more
compliant with a proper 'file://' prefix. Also fixed a few other places
in the image related to this - there may be more.
