[BUG][FIX] Browser nag preference not used ( [er][sm][et] How did this unused pref make it into 3.7? )

Maybe I just missed the boat but according to:

this preference was supposed to control a popup complaint about the lack
of a comment, not the all caps red complaint.  How did this pref get
into 3.7?  I can't find it in any of the mailling list threads.  It
isn't used anywhere.

As for Ben's proposed fix, well, it does what it says and didn't
introduce any bugs into my 3.7 image.  Code is clean and small (thanks
Ben!)  If we keep the pref then I think Ben's fix should be adopted. 
Personally, however, I'd prefer to see the preference removed altogether
until the original [Enh] is flushed out.

I haved re-attached his change set since the original post didn't seem
to send it as an attachment...I hope mine does :-)
