When you find the problem situation, you will likely notice that the
semaphore has 0 "excessSignals".  The old reason this would happen is
that people would alt-. in the middle of a name lookup and then close
the debugger.  Nowadays, however, Semaphore>>critical: should release
the semaphore in that circumstance.

Are you sure you are using a reasonable recent Squeak?  Can you make the
problem repeatable by any chance?!

FWIW, I used to see this, but it has been years.  I use the Internet
heavily in Squeak.
