Carlos,
I enjoyed the comic view of technology in education; sadly it is true from what I know of schools in Illinois too. It turns out to be very hard to introduce change into schools.

There are so many conflicting currents of expectations and demands from parents, subject matter experts, the general public, and the testing industry. I hope your are having better luck in Uruguay since your government has made such strong commitment for the whole system.
