[UI] User instructions?

Hi All,

Could someone answer the question posted at

They are asking for how to load the new UI.

I thought possibly pointing to
http://damien.cassou.free.fr/squeak-dev/beta/sq3.10-7143dev07.09.1.zip would
be helpful but it would be helpful to have better instructions for
beginners.
