[V3dot10] In 3092 System catagory Tests is completely empty

Hi all, 


In a fresh 7092 (see previous email for numbering
problem)

As I was looking for my favorite bug tests I noticed
the test runner didn't have them.

Then I looked for Tests-Bugs in a system browser.

The catagory is there but completely empty.

All the Test-* catagories were empty.

Frustrating.
