[V3dot10] contribution agreement

I've attached the contribution agreement that the board is using to
make sure that there are no problems with the license.  It looks
pretty reasonable to me, since it basically just says that they agree
to use the MIT license.

How do we make sure that everybody who contributes signs this?  We'll
get a list 'soon" of everybody who has signed it.  We need to get new
people to sign it.  How do we make sure nothing falls through the
cracks?
