[V3dot10] StartUpList order in broken in 3.10

In Mantis, I wrote 'encoded pathname'. It means multi byte pathname is
encoded differently among platforms. (For example, in Mac, it is UTF8,
while in Windows, it is CP12XX family). The problem can not be seen if
you use Latin1 characters only.
