[Webteam] Macintosh carbon VM 3.8.18b1

Keith asked about sticking the macintosh carbon OSProcess in the VM  
bundle, I couldn't see a reason not to include it so..

I've just updated my copy of the 3.8.18b1 zip file to included the  
plugin as per his request.

This of course means you'll need to update the stuff on the squeak  
ftp site again.
