[Webteam] Squeak VM for ARM Processors, Intel PXA270

  In general, the VMs for ARM somewhat work.  However, it is compiled
for older WinCEs and for older Squeak and doesn't take full advantage
of new version of these systems.

  Asking to Squeak-dev should help.  I have a feeling that Noury and
some others tried to make it up to date...
