[Webteam] Featuring the Announcements list more prominently

Use of the Announcements list has still not become the standard that I
had hoped.  The list has 127 subscribers which seems pretty good but
entire months go by without a single submission although ANN messages
are sent to squeak-dev.  I'd like to request that an entry from the
Announcements mailing list be added to the top of the Mailing list
section of the Community page, something like:

Announcements is the first list everyone interested in Squeak should
subscribe to, even if you subscribe to not other list.  This list has a
very low traffic level but will keep you up to date on events and new
releases.
