I have discovered that to set the "fixed in" field in bulk (using the
issues list and the checkboxes down the side) I used the "Resolve"
option from the drop down. This was a bad idea. When you set the "fixed
in" to 3.11, it changes the status to "resolved", "open" to "fixed" so
then I had to change the status back to "testing".

So the fixed in field has to be set individually within the "update
issue" form
