[Release] Mantis Status'

I have done a first pass of all mantis fixes.

All fixes to be included in the next build of 3.10.2bc-beta are status
"resolved" and fixed in "3.10.2bc".

All Squeak fixes which have an installer script attached are now status
"pending".

All fixes which were previously managed in the test-candidate tasks, are
now status "testing", read to be included in the first test candidate
build 3.11tc

So... our 3.11 in-tray is the "pending" category.
