Ok, I moved it out of Core and into Environment. This required removing it
from the
default value of #libraries in WAApplicationConfiguration (it can be added
by the
Environment when registering a new Application).
I think, though, that this library requires further review. Some of the
contents are
actually arguably needed by classes in the Component and Canvas packages.
