[Seaside-dev] Seaside 2.9 - WAToolDecoration

In Seaside 2.9, WAToolDecoration (the bottom tool bar) is only shown  
when WADevelopmentConfiguration is added to the handler configuration  
ancestry. Some questions have arisen from that:

Why is it not included in the ancestors by default?
How to make it included by default?
If it should not be included, why not?
