[Seaside-dev] Seaside 2.9 - WAToolDecoration

This is kind of a problem we have at the moment. It's not really by design,
it's just that the way you configure that has changed and the UI still sucks
for that and we haven't quite worked out how to make the package loading do
do everything we want automatically.
The tool decoration *should* be enabled automatically I think when you load
the development package but there also needs to be a much more user friendly
way to add and remove it (like an "enable development tools" link).

We all got tired of butting our heads against it and have let it slide for a
while hoping for inspiration. If anyone has any, feel free to share.
