[Seaside-dev] encoding tests changed

Hi

As part of the discussion in the "experience porting Grease-Tests to
GNU Smalltalk" thread and the relevant issue 559 [1] the encoding
tests have been changed. Ideally everything should continue to work on
other dialects but you never know until you actually try. Please
report any breakage.
