[Enh]pickyWorkspcaes (proof of concept; was: Re: Forcing varaibles to be declared in Workspace)

for your code. In fact I will modify it so that when the preferences is 
on we don't get prompted and the system generates an error as in any 
other window else I would have to explain what is a binding and I 
prefer to have a consistent behavior.
