This is a Windows Explorer issue. There are other tools for Windows that do not have this issue with copying/extracting lots of small files.

Yes. It contains the Extras > Language translations.

Maybe. But this is not feasible at the moment. The locale files are part of the Squeak bundle, prepared on the CI. Like the release notes and external VM plugins. See https://github.com/squeak-smalltalk/squeak-app/actions -- People are free to just look into the ZIP and not extract the "locale" folder in the first place. ;-)
Which reminds me: We should update our translations at some point. Maybe "German", "French" ... other native speakers here? I will come back to you about this.

I noticed unzipping a new image folder (Squeak...Windows.zip) from http://files.squeak.org/trunk/ takes ages - at least on my PC (Windows). The problem is the 'locale' folder with loads of small files.
My question is: Does the folder have to be included in the downloadable? I'm not sure how it's used but I delete it from a freshly downloaded zip the first thing :)
Would it make sense to download the locale folder later based on user needs/request? E.g. in the Wizard's last page?
