[Squeakfoundation]Stewards and Squeak Packages

Ok, I'll be reviewing those in detail. A pretty good start. At the
Becoming a Steward page, I added a relevant mail of mine from a while
ago. Please let me know if it conveys the spirit of it, or is nothing
but a favorite rant.
