The simplest way is to pick the platform and variant (cog, spur, sista etc) under the build.* directory and do a make. This will generate a *VMMaker.image in image/ directory. From this image, you type 'initializeByteCodeFor' in the search bar to get to the bytecode dispatch table. Update and save regularly to catch up.
For a matching VM, start at opensmalltalk.org and follow directions to the bintray.
