Yeah, Mark Guzdial posted a TwoWayScrollPane here just last week. (short memory? :-) ) Try searching one of the list archives (e.g. http://www.egroups.com/group/squeak/) for this word.
Also, I remember that Bob Arning's game "FMP" included a two-way scrolling pane. See the Goodies page on the Squeak Swiki.
Hopefully, one or the other of these will make it into the base image at some point.
