This changeset adds a class called ConfigFile that is a wrapper for Windows ini-style config files. Makes it very easy to read values from and write values to config files. Access of values from the config file is very fast.
[Tested on the squeak image updated to #4441 available at ftp://st.cs.uiuc.edu/pub/Smalltalk/Squeak/.]
