I added some philosophy to them, since they seemed very laconic, and
what was there was very technical.

Feel free to add what's still missing, argue about what's there...

Andreas was right that for people to benefit from an explicit, open
process, the rationales have to be documented...

Another point to consider is that I'm not quite sure if non-harvesters
will notice that it would do them good to read this, too. Maybe an added
pointer in the right place would solve this? or maybe some of more
general ideas should be on the new how to contribute to Squeak page
(http://minnow.cc.gatech.edu/squeak/3279)?
