No. Right now, that mode of operation is really only useful for testing Celeste to see how it works.
It could be programmed in, of course. If nothing else, then Celeste could just do its duplicates detection whenever it does a download. But if your POP server supports the UIDL command (most do), then Celeste could cache UIDL values and use that to avoid downloading duplicates. But this latter is not trivial....
