The easiest way is simply to create an association between the .image suffix and the Squeak VM. Precisely how this is done in the GUI varies by platform (as usual with MS), but look under Options or Folder Options in Explorer, pick the File Types tab, and add .image as a suffix. Works a treat.
Another way is to make a script file, batch file, shortcut, or whatever is relevant for your platform. Then you can specify *which* VM to use, as well as adding command flags and setting up any necessary environment variables.
This approach was used heavily in distributing MS-DOS software.
