With what app you do this bitmap in memory (on disk)? 3.8 could direct open .gif, .jpg , .png and possible others formats not by drag and drop. What is your OS.

Create an ExternalAddress pointing to that piece of memory, create a Form of the appropriate size and depth, and copy the bytes into the Form's bitmap.
