Because it can be a major effort (and risk) to move in case of larger applications. Although we try to keep up to date, it sometimes does not make sense (for example if the system runs stable or if ressources are missing). We still use Squeak 3.7 in a couple of cases. Therefore, maintaining older versions is important.
