Hadn't thought of Launchpad :D But we once actually provided debs:

More specifically: http://files.squeak.org/debian/dists/etch/installed/
I also thought of [aptly](https://www.aptly.info/) to manage our debs…

If not, for .deb, one option would be to start from the existing packages in Debian.
