I'd like to know why, too. However, there is another workaround. 1. Drag out any phrase tile from any viewer that has scripting category. 2. Then you can replace receiver of this phrase with "World" tile from orange halo of World. This technic is also useful for geometry category that is missing in World.

All script editors can hold tiles from other viewers, so you can put the input tiles into a script made for another object. You are free to mix and match as you feel appropriate.
Maybe we should have a "etoys best practises" ?

There was no good reason for the World to be deprived of a "scripting category" -- just an oversight, I think.
So this is now reported as TRAC ticket 7183: 'Offer "scripting" category in world's viewer'.
And it's now fixed by etoys3.0 update 2006worldScriptingCat-sw.
