Thanks, Ken. I was aware of the issue, but wasn't able to log in from work.
After waiting a bit I decided to just jump in. So to recap Apache claimed that jenkins was not responding.

P.S. I left the /etc/default/jenkins file as is for now although the JAVA_ARGS specified there seem like an obvious suspect.
Given that I'd just monkeyed with Jenkins' memory settings it seems likely that my changes are behind the problems. What's a tad weird is those switches ought to _reduce_ memory pressure from the JVM.
Let's leave it for the moment and see what happens...
"What happens" is "Jenkins quickly dies", so I've reverted the JAVA_ARGS setting.
