That’s the basic gist I’ve used for all of these, yeah. The last step, after the ones you listed, is to switch over the DNS records once the new server is ready. For services that listen for connections, those should stay up on both the new and old servers until the new DNS records have had enough time to propagate.

Do you have experience with the CDN?
Sorry, but I can’t personally speak to either of these. We use Gandi for DNS hosting, and haven’t used Rackspace’s CDN at all.
