But now it doesn't move (when "regist being picked up" on) or moves on everywhere (when "regist being picked up" off). It is not intended behavior.

Fixed in etoys 2.3 update stream 1835. I can't think of a way to change the behavior of existing books properly. The user has to hide and then show the controls to get the right behavior.
