If you ran INSTALL from the Squeak-3.7-7 subdirectory, it should have copied the VM files to /usr/local:

Also, the tar ball includes the Smalltalk sources, image, and changes files. You should be able to run Squeak like this:
% cd Squeak-3.8-6665-i686-pc-linux-gnu-3.7.7/ % squeak Squeak3.8-6665full.image
